The first trail section constructed is along Railroad Highway on the northeast edge of Council Bluffs towards Weston, Underwood, then Neola. Construction began near the Smith Wildlife Area to County L-34.

To access the Trail:
- Take Highway 6/East Kanesville Boulevard NE to Highway 191/Railroad Highway
- The trail is parallel to Railroad Highway for 1.8 miles
- The conclusion of phase 1 is at L-34
The trail will provide a safe place away from vehicular traffic for bicyclists. The concept is to eventually connect all the towns in Pottawattamie County.
